"We lost a lot of the first risers, mostly to people shooting them. They'd come up out of the ground, meander down to some farmhouse, and get whatever was left of their heads blown off. We couldn’t blame the people that did it. Literally, the state couldn’t blame them. Didn’t manage a single conviction of murder the first year, both on account of the victim was already dead and because it just seemed like a reasonable reaction to seeing a walking corpse."
